Launching of the Shipment Port Tax Refund Scheme for the Nansha Bonded Port Area of Guangzhou (Picture)


On November 30, 2020, Shuttle Bus “Suigang 903” of Guangzhou Port, loaded with drawback cargoes from seven enterprises, including Midea Group, headed from Shunde Beijiao Terminal to Guangzhou Port Nansha Phase II Terminal with whistling, marking the successful launching of the shipment port tax refund scheme for the Nansha Bonded Port Area of Guangzhou. This scheme involves the Guangdong Branch of the General Administration of Customs, the Guangzhou Customs, the Guangdong Provincial Finance Department and the Guangdong Provincial Tax Service to help import and export enterprises reduce capital costs and add new driving forces to the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area.
 
As early as December 1, the Midea Group obtained information about the customs declaration of the tax refund for the goods through the tax website, and went through the tax refund formalities for 750,000 yuan on the tax website. The relevant formalities were completed by the tax department on the same day.
 
On October 26th, the Ministry of Finance, the General Administration of Customs and the General Administration of Taxation jointly released the Notice on Implementing Relevant Value-added Tax Policies in the Guangdong-Hong Kong-Macao Greater Bay Area. Starting from October 1, 2020, the shipment port tax refund scheme will be implemented for waterway goods with 37 ports in 9 cities in the Pearl River Delta as the ports of shipment and Guangzhou Nansha Bonded Port Area (now called Nansha Comprehensive Bonded Zone) as the departure port. The implementation of the tax refund scheme at the port of shipment provided more convenient tax refund services for export enterprises, saved nearly half a month’s waiting period for tax refund, effectively speeded up the capital turnover of enterprises, and improved the economic benefits of export enterprises. Guangzhou Customs has launched various facilitation measures, and continuously optimized the business environment of ports in Nansha Port Area. Under the dual promotion of “policy dividend + facilitation measures”, it has further released the radiation-driven efficiency of Nansha Comprehensive Bonded Zone and Nansha Pilot Free Trade Zone connecting the domestic and international markets, improved the level of trade liberalization and customs clearance facilitation in the Greater Bay Area, and promoted the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area.
 
As a world-class hub port radiating from South China to the world, Nansha Port Area of Guangzhou Port has the feature of connecting the developed inland river network of the Pearl River system with the deep-water port, providing a unique natural advantage for the implementation of the “Shipment Port Scheme”. Since the announcement of the Scheme, Guangzhou Port Group has taken the initiative to connect with the Provincial Finance Department, the Provincial Tax Service, the Municipal Finance Bureau, the Municipal Tax Office, the Guangdong Branch of the General Administration of Customs, the Guangzhou Customs and its territorial customs within its jurisdiction, the ports of shipment and terminals of various cities, export enterprises and other functional departments and related enterprises, so as to fully understand the policy operation process and enterprise needs. It has also applied to the customs, taxation and other relevant functional departments for the filing of the information about Guangzhou Port Shipping Co., Ltd. and its five “shuttle bus” barges to accelerate the implementation of the scheme, strengthen the cohesion between Nansha Port Area and 37 departure ports, fully guide the export goods of 9 cities in the Pearl River Delta to gather in Nansha Port Area, promote the effective growth of Nansha Port’s international transit business, improve the coordinated development of regional economy, and help build a new development pattern in which the domestic overall cycle is taken as the mainstay, and the domestic and international dual cycles promote each other.
 
Guangzhou Port Group currently has opened up 69 “shuttle bus” barge feeder lines, with a service network covering the supply hinterland of the Pan-Pearl River Delta, Central South, Southwest and other regions. At the same time, Guangzhou Port Group has 120 international liner routes. The network layout of “international liner routes + shuttle bus feeder lines” will provide more convenient logistics transportation channels for the vast number of import and export customers.
